The University of Montana has an exceptional opportunity for an accomplished leader in the Human Resource Profession to serve as our Associate Vice President (AVP)for Human Resource Services.
SCOPE:
The Associate Vice President (AVP) for Human Resource Services at The University of Montana-Missoula provides leadership and strategic direction for professional human resource services utilized by over 2000 staff and faculty members on a campus serving 15,000 students. The AVP oversees a departmental biennial budget of approximately $2,000,000. There are 20 professional staff members in the office, with varying numbers of interns and student employees as needed. The AVP reports to the Vice President for Finance and Administration.
NECESSARY SKILLS AND CAPABILITIES:
The AVP organizes, supervises and coordinates human resource services in the following functional areas:
· Payroll and Records Management:
The Director for Payroll Services reports to the AVP. Payroll is administered and processed in Missoula for the four campuses of The University of Montana, covering approximately 3,200 faculty, staff, and administrators, along with approximately 4,500 student employees. Ensures compliance with all federal, state (including multi-state) and other relevant regulations and policies. Oversees adherence to regulations governing H1-B visas. AVP familiarity with the payroll function is desired.
· Labor Relations:
The HR Associate Director of Labor Relations develops and manages the institutional relationship with our nine union partners. Typical tasks performed are to serve as a mediator in labor disputes and to resolve formal and informal grievances. HR ensures compliance with collective bargaining agreements and labor law. AVP familiarity with the labor relations function is desired.
· Benefits:
HRS administers the Montana University System benefits program which includes campus-level medical insurance, long ¬term disability insurance, and retirement programs; ensures compliance with paid and unpaid leave provisions; serves as a member of the Montana University System Inter-Unit Benefits Committee. Oversees the Wellness Center. AVP familiarity with the Benefits function is desired.
· Recruitment and Selection:
The HRS recruitment office manages all faculty, staff and administrative/professional recruitments. This requires a thorough knowledge of EEO guidelines, state and federal regulations, collective bargaining agreement provisions, and other relevant policies such as drug testing and criminal background investigations. Works closely with the Director of Affirmative Action/EEO to resolve recruitment issues. AVP familiarity with the recruitment function is desired.
· Professional Development and Training:
HRS is responsible for creating and implementing a comprehensive training program at UM and the affiliate campuses of The University of Montana. AVP Familiarity with the training/development function is required.
· Classification, Compensation and Performance Development:
Provides leadership in the administration of a market and performance-based pay system. AVP familiarity with the classification/compensation function is desired.
· Employee Relations:
Provides counsel, mediation, and training to help resolve employee and supervisor problems, complaints, and conflicts. AVP experience in resolving complaints and conflicts is required.
· Projects:
Develops and manages various projects. This requires the ability to conduct research, summarize findings, make recommendations, and plan and implement various types of HR-related projects. AVP experience in project management is required.
· Other Duties as Required:
o The AVP serves on various campus and university system committees.
o The AVP provides HR related assistance and counsel to the affiliated campuses (located in Butte, Helena and Dillon) of The University of Montana.
o The AVP develops, communicates, and ensures adherence to all HR policies, procedures, and regulations.
QUALIFICATIONS:
A Bachelor's degree is required.
A minimum of 10 years of progressively responsible management experience in a large organization is required.
Experience in a unionized environment, and/or previous supervision of the collective bargaining function is required.
HR experience in higher education is desired.
The successful applicant will possess knowledge of all listed HR areas, as well as familiarity with contemporary issues/trends within the HR profession.
Evidence of proficiencies in the following areas is required: oral and written communication, public presentations, analytical and organizational skills, interpersonal relations, judgment and decision-making, mediation and conflict resolution, and management and supervision. Lastly, innovation, creativity and "outside the box" thinking are essential elements for success in this position.
